One more addition. Earlier, I wrote:

After I shutdown Apache and the DBAs went back to the earlier version of
the procedures, we still go t the SAME error as if we were running the
changed procedure. In other words, we have two DB procedures versions: A
and B. 'A' is the original version and 'B' is the changed version. We
changed 'A' to 'B' and we gopt the no data errors. I then stopped Apache
for about 20 seconds and restarted it. Still got the errors. We then
shut APache down and they went back to 'A'. We were getting the same
errors that we were getting in 'B'. I then rebooted the server with 'A'
as the procedures and everything went back to normal (bug included).
