Well I FINALLY figured it out!
Here is the deal - the JServ RPM does not work with Mandrake 7.1 (at least,
maybe other versions).
I proved this by instead pulling down the source RPM, rebuilding it, and
installing that.
Bang - it works perfectly.
My mistake was assuming RPMs were RPMs no matter the distro, and some emails
here got me thinking.
Wahoo! Now I can start figuring out the hard stuff ;-)

Turned out that all my servlets stopped working when I upgraded to JDK1.2.2
but I didn't know it because nobody reported the problem. I backed off to
Blackdown 1.1.8 and they started working. Maybe this fact was in the faq
somewhere; there was a bunch of material about what compilers are supported
that I struggled through without fully understanding.
