    Why don't you try to install from source ?
Why don't you get the Apache source and Jserv source and build it for your
system?
I have succesfully installed many times just following the INSTALL file from
JSERV
source distribution. (Redhat6.1 Apache 1.3.12 +Jserv1.1 static build)
