In your jserv.conf you will see:

#ApJServDefaultHost java.apache.org

This is commented out since the default is to use localhost. Your error
indicates that your /etc/hosts  has no entry for localhost (usually
127.0.0.1) or your DNS config is up the spout.  Basically Jserv can't get
an ip from the name localhost it is
