Resolution: Fixed
I've restored r958718 on the 1.5 branch and merged that change as well as
Glen's fix for the CLOSE_WAIT issue (which was only done on the 1.5 branch for
the 1.5.1 release) back to the trunk. I also fixed an issue in Rampart's
STSClient and the Rampart test all pass now.
