There is a separate role for contributors in JIRA and any project
administrator can add people to that role. The current list of
administrators for the AXIS2 project is as follows:

Andreas Veithen, Gavin, Ruwan Linton, Sagara Gunathunga

So, you should be able to do that yourself.
