Code generation eclipse plug-in not show up in Eclipse

I used Axis2 1.3 before on Windows XP, so I know how to configure it, use it.
When I changed the machine to Windows 7, I need to use the wizard again.
However, this time, I could not make the wizard show up. I have 2 machines,
tested all Eclipse EE I can find, just could not make it show up.
Since I have tested multiple versions of Eclipse, let me use Eclipse IDE for
Java Developers Version: Indigo Service Release 1 Build id: 20110916-0149 as my
Eclipse environment.
It is p2 enabled Eclipse, I put
org.apache.axis2.eclipse.codegen.plugin_1.6.1.jar and
org.apache.axis2.eclipse.service.plugin_1.6.1.jar into dropins folder, did not
work.
So I deleted the two jars from dropins folder, put them into plugins folder
instead, did not work.
Did not work means when I go to File ==> New ==> Other ==> Axis 2 Wizard never
show up.
So my question is how I can make Axis 2 Wizard show up?
