There is no need to use CharacterUtils in here. You can use 
Character.codePointAt() directly. This is a new class and does not need to 
preserve any bw. compatibility. I agree with uwe, the Version should go away in 
this patch.

Once more thing, this patch seems to be in core. I do not see any reason why 
this should be in core though. We should move it to contrib though as it serves 
such a specific usecase.
