It took me a week but I finally fixed it! This problem has come about by running under a cutdown XFree86 4.2 without the /usr/X11/lib/X11/locale directory. I am very pleased with the outcome:- I now have a diskless PCs running Java Swing apps on XF86_4.2 without resorting to NFS!
