I have had that problem a few weeks back. If I remember well, these were
the things needed to get it working. Off course paths will need adapting.
//jserv.conf:
ApJServAction .jhtml /servlets/org.apache.servlet.ssi.SSI
//zone.properties:
repositories=E:\programs\ApacheGr\jssi112\src\java\ApacheJSSI.jar
//also from zone.properties:
### this for Apache SSI (=jssi)
servlet.org.apache.servlet.ssi.SSI.initArgs=SSISiteRoot=E:\programs\ApacheGr\Apache\htdocs,expires=-1000
