I figured I should use WS-SecurityPolicy 1.2<http://docs.oasis-open.org/ws-sx/ws-securitypolicy/200702/ws-securitypolicy-1.2-spec-os.pdf>with namespace http://docs.oasis-open.org/ws-sx/ws-securitypolicy/200702 (axis 1.5.6 + rampart 1.5.2).
