to get your vertical lines vertical in perspective you just need to have the y
coordinate (if this is what you define vertical;) of the view point to be the
same as the y coordinate of the observer, if you need to see something more up
or more down you will need either to move both your view point and your
observer point  or to move the view frame .

this should do what you need without having to invent a new projection type.
