It's a specification by web3d (http://www.web3d.org) to describe and
animate avatars.
By now, it is a bit incomplete (IMHO) and a bit processor-heavy but
nevertheless useful.
I'm surprised you didn't know, and hope this information might be useful.
BTW, I have implemented a pure Java3dized version of this VRML spec
