I recently bought an Elsa Gladiac MX, based on the nVidia GeForce 2 MX
chipset. I works well and I paid something like $150, but the MX version
is the economic and "Slow" version of the GeForce 2 chipeset using SDR
Ram, if you can spend a bit more you can try to find the faster DDR Ram
version.

Yes I use it with Linux and Window perfectly

Yes, all right.

You can download the Linux drivers directly from www.nvidia.com site at
the Support->Drivers->Linux section.
It's fully supported if you have a XFree86 version 4.0.1 or later.
I also use it under Win98, never tried with NT or 2000 but the
documentation says it's supported.
Personally I think that the only important thing is the on-board chipset,
at this point any brand is equivalent... I guess the drivers from nVidia
are working for every model.
Humm... but... recently for the first time I tried some software usign
DirectX and it's not working well at all... I cannot see the rendering
result on screen and if I can see something it's buggy. I still don't know
if the problem is windows, DirectX or what, but for the moment nevermind :-)
hope it's usefull.
