 From what is on the site, yes. Specifically, it is only for ME decides

Small display stuff. They talk about wanting a simple renderer that you
can just give a static cube to and not do anything else with it.

Reading between the lines, I think they are trying to be profiling the
rendering API to give different levels of capability. For this, I think
that's why they are looking at X3D, because it has a specific tailoring
process for different device classes. There is a simplistic static-only
profile that does just geometry and appearance and nothing else. They
might be trying to hook this sort of X3D compatibility steps with the
APIs and requirements of the mobile device maker.

Anyway, due to a number of activities we (Yumetech) are involved in, I'm
going to shoot the lead an email and see if we can join the process. Not
necessarily as a spec designer, but more as a coordinator/advisor for
the profiling and X3D interfaces. We have a number of fires burning that
are non-Java3D with the Xj3D work and we might be able to provide a lot
of assistance for them.
