If we are talking about such number of symbols, I think you should think
about particle system. Use single quad array for all labels, on each
viewplatform move aligning it perpendicular to view. You have two
choices here - either change size of each quad depending on distance
from viewer (thus having constant size in screen coordinates), or stick
to one size, thus having more distance labels smaller. This single
geometry would use one texture with digits printed on it, you will
probably want to compose numbers from sigle digits.

Of course, there are some other problems with this approach - you need
to update labels' positions yourself (they cannot just attach them to
TG), you need to decide what you want to do with partially visible
labels etc.
