The thing is that you'll need to make your own VMs or you can download the ones provided by New Dawn Software http://www.newdawnsoftware.com/ -> Resources -> Install Anywhere VM packs Then you can make a nice "install shield" looking install program. I'm not quite sure if I understand what you are asking for... but I think what you want is Java Web Start. We use it to launch our java and java 3d programs via the web and it checks and downloads all the necessary libraries for the user. See http://java.sun.com/products/javawebstart/ for more info.
