Phil, I'm glad you have resources that we can use to create this project in Java. I agree that it would be _nice_ if it were in Java, though I don't think that it must be.
By Web 2.0, I mean user-generated, tagging, voting and some AJAX sugar on the UI. Actually, beyond that, what this implies in my mind is also something that looks like it was created in last 5 years. Since this is going to be a community-created project for the benefit of our community I don't think we need to get too bogged down in worrying about browser support issues. My javascript library of choice is jQuery, which lends itself to unobtrusive javascript practices. I worked on Defense contracts for years where we couldn't do anything in javascript without having a scriptless alternative. I still largely follow this now even though it is no longer a requirement.
