If you are running Ubuntu/Compiz, you can go behind NetBeans back by using the "Opacity, Brightness and Saturation" plugin. By turning brightness and/or opacity down a notch or two, the entire application can be dimmed. For this to work, one would have to use the latest Java6 update 10 to avoid the various Java paint issues.
