Thank you for the reply.

After upgrading to Ubuntu 8.10 ( Intrepid ) from Hardy (8.04), Flash 10 
is working.  Actually, I got it to work with both Firefox and Opera!

I don't have much to tell you why it was not working with Hardy.  
Unfortunately, I only have one 64-bit box so there is no way to test it...
