I may be wrong, but it is my understanding that you can indeed install 
any application on a G1 (dev or not), without a problem. You just need 
to put the .apk on some server to be able to download and install it on 
the phone. I think there is also a way to install an app from the sd card.

That is true, and can indeed be a problem. For example by default 
(meaning: there might be hacks to bypass this) you can't use the phone 
at all, until you logged into the google account! Plus, you need a sim 
card to do that (this can't be done over wifi).

But (and again, I'm no expert so please correct me if I'm wrong), if you 
have a dev phone, you should be able to build the firmware yourself and 
install it on the phone, in which case you'll be running a slightly 
different version of Android (the same as the one you see on the 
emulator). And the Google account requirement is not there on this version.

Yes, but that is only required if you want to actually publish your 
application on the 'market place'. But you can always install your own 
app on your device without having to publish it there, and also you can 
simply publish it somewhere else.

Note that for the iPhone, the publishing part is "harder" IMHO.
