The difference is the Wall Street Journal article 2 weeks ago said "in talks" and the figure being discussed was 6.5 billion. The NYT article, whatever its sources are, says "I.B.M.’s board has already approved the deal" for 7 billion, and "the new agreement would restrict I.B.M.’s ability to walk away from the deal".
I agree it's a cookie cutter story, but there is obviously new information here.
