You will probably need to get a VPS.  A dedicated server is probably
overkill, but a VPS with *at least* 256 megs would be usable - I've
not seen Java apps run in VPS smaller than that with any usefulness.

I've got an app on a VPS with linode.com.  Their minimum is 360megs of
RAM for $20/month.  The 540meg for $30/month would be adequate for
most small-medium Java apps.

That said, you could put something together to do what you're looking
to do and run it on probably almost any shared PHP/MySQL host for
under $10/month.  So, the decision may come down to budget more than
anything.
