I think the pressure to deliver something within a fixed time frame
sometimes results the delivery of functionality that's not entirely usable.
The delivery doesn't address enough of the problem for it to be useful,
until the second or third release.  For example, if you're delivering every
two weeks, you may deliver basic security, and CRUD functionality with the
first release, but that may not be useful to the end-user without some
graphing or analysis tools.

You may find yourself delivering a demo of the software, and framing it as a
"prototype" to give the users some confidence that progress is being made
towards their goal, and that progress is in-line with their expectations,
and their vision of what the final solution will entail.
