I do not understand your objection, can you clarify?

I do understand the American system(to a certain extent) and it is not
HP
that can stop him, but the judicial system. I have read about a few
precedent setting cases in this arena where the courts ruled the
defendant
had to stay clear of certain areas. So the courts can stop him to a
certain degree. Probably not in California, but in other states this
has happened.
