The plan by Oracle is to take the current planned features for JDK7 and cut these in half. Whatever's done or nearly done goes in JDK7, which can then be released much sooner (later than the planning, but those paying attention to it have known for a while now that it was a deadline nobody took seriously), with the remaining features moved to a JDK8.
