It's not about the size of any license fee. Even if Oracle and Google come to some agreement whereby Google pays $0.00 in licensing, it still completely undermines the whole basis of open source. Fork Android and you'd have to negotiate your own license fee payments with Oracle - they have you by the short and curlies...
