It can be a very bad thing, as in what happened to Hollywood. If it fosters secrecy and ambiguity about the rating process, then it will stifle a lot of "risky" speech, which is a bad thing, IMO.

I do hope Google doesn't tighten its grasp around Android developers the way that Apple has with iOS coders. I'm not sure this is really a step in that direction.
