James Bradley, who's father helped raise the American flag on the Japanese island of Iwo Jima in that famous photo, who has authored Flags of Our Fathers (that Clint Eastwood based his movie of same title on) and Flyboys: A True Story of Courage, provides citations from his book, The Imperial Cruise: A Secret History of Empire and War, to historical documents from the period of the Spanish-American War in which water torture techniques were used by the US Army against Philippino insurgents. Besides the lyrics of the Army's marching song themed incorporation of water torture, an interesting point which was highlighted was that the use of torture was authorized by the President. So in that regard, one could say Bush followed historical precedent. There are circumstantial matters regarding the burning of the German Reichstag in 1933 that strongly point to a conclusion that the Dutch communist Marinus van der Lubbe was framed by the Nazis. The event culminated in the Enabling Act on March 23 of that year, in which the democratically representative form of government, provided for by the 1919 constitution, handed over its powers to an autocratic Nazi government. This had been preceded by the Reichstag Fire Decree, issued by President Hindenburg. That emergency decree was intended as an effort to weed out the communists and increase state security for Germany, but it nullified many of the key civil liberties of German citizens. As history tends to relentlessly demonstrate, such measures are a slippery slope into full tilt tyranny. Hence why such "national emergencies" tend to be artificially caused in the first place. A similar technique was employed again in 1939 where false flag "terrorist" events against Germany were blamed on Polish Army infiltrators. The result was the Blitzkrieg invasion of Poland by the German Army. Before Germany invaded, they first had to get the German public on board by inflaming them against the Poles.
