This kind of thinking reminds me of "Tides... therefore, god!".

It's a bit too early to talk about conspiracies. In my experience, IP
related matters can take a very long time before surfacing to the general
public. In the case of Microsoft, I strongly doubt that it was caused by
incompetence.
