OK here's a very recent article (March 24th) I've just found that
seems to imply that it is indeed the single core issue that might be
delaying the source release:

It seems fairly well informed. If Google are "working closely with
tablet manufacturers to get the Android Honeycomb UI running on seven-
inch, 1024-by-600 single-core devices" then it's an obvious reason not
to release the source code.
