I'd say both Swing and SWT have been fairly successful in that area, but
it's true that the GUI aspect is probably the weaker side of Java's WORA
promise (but it's still far better than all the alternatives, e.g. Qt and
others).

But for non GUI apps (even purely graphical ones, e.g. Minecraft), Java is
by far the best WORA platform that has ever been created.
