your personal knowledge of the Dart team members is far better than mine.
My impression was that first class tooling is very important for them.
I tend to believe them for the following reasons :
- Tooling is one of the announced key features :

- Several commiters have a huge Smalltalk background, not a brand new 
language ;-), but  maybe the first language to have built-in tooling.
- AFAIK, main Dart commiters on Tooling are Dan Rubel and Steve Messick, 
they worked on tooling for many years (VisualSmalltalk, Part for Java, 
WindowBuilder, ...)

I too think IDE support is very important and I have high expectations for 
the Dart Editor. For instance I hope that the following will materialized : 
'Gilad Bracha is promising Smalltalk-style edit-debug-edit-debug-cycles 
(without restarting the program)' :-)
