It's 'released', but doesn't seem to be getting rolled out in the automatic updates. My company deploys a webstarted client to a number of customers, we've started contacting people letting them know the change is coming and that we'll require Java 7 in 3 months time. But, the way things look right now the default install of Java at that point may well be Java 6 still. We'll have to see I think.
Java 6 is EOL in July this year so there is a deadline for 7 to start getting push or an announcement putting off that date.
