Jason, the issue you wish fixed, is really not PWC problem as it relies on a lot of stuff from prototype and effects... Echo on the other hand has no dependencies, thus their implementation of drag effects is completely different -- this is in regards to speed. I have done a bunch of core modifications to the library for customization here, but I can put them back per-se because I was cutting corners... I can give recommendations for you and others on the list on how this is accomplished.
As far as window contraints. This is another customization I've built, but the problem with that is that there are a bunch of ways to do this. What I have done is create iframe containers for windows, but there are other ways... This particular one might go into the library when I talk to Sebastian and if he approves.
