The API is nearing finalization, and I'd like everyone's feelings on the
UsbInterfacePolicy. I think the forceClaim is useful for when the OS has
the device (interface) claimed, but I don't think the other policy items
are useful, at least not as currently implemented. The policy of
preventing/allowing interface release()s and/or pipe open() and submit()
is marginally useful and isn't completely implemented. I think that, for
the first release, it's better to remove the parts of the
UsbInterfacePolicy that relate to interface release() and pipe open() and
leave only the forceClaim(). In the next release, if needed, the
remaining policy items can be added.

So unless anyone is interested in keeping the current policy structure,
I'm removing the unneeded portions.
