I have posed the same question to IBM to the contact that Dan Streetman had given us at the beginning of the year.  The following is IBM's reponse

Our implementation of Javax.USB has been completed and is available to be licensed. Are you interested in licensing the source code or only the binary code? Would you be interested in a one-time paid up license or a smaller up-front fee with royalties?

I'm still wondering if there is a windows implementation beta or release developed by the JSR80 project.
