I have never performed this action.. But I just did as a test and didn't experience jaws not speaking at any point. Maybe I didn't do it right..
I opened a black worksheet, pressed alt I, arrowed to picture...then to file...I then tabbed to lookin and the default is Picture, I up arrowed once to my documents and entered on it, then tabbed past the next to boxs this landed in graphic/edit area. I did route jaws to hear what was going on the name of the pic was in this area.. I then pressed Alt S which is to put it in the worksheet. Of course, I have no way of knowing less I send it to a friend of mine who can see if the pic is in the file.. But at no point for me did jaws not speak.
