Sometimes you can save the PDF as text. Open the PDF, and go up to the file menu and see if there is a choice in the menu for "Save to text". You can then save the file to a text file that can be opened in Word or Note pad. Let me warn you, that if the file is not accessible in the first place, you Probably cannot save it as a text file.
If the suggestions provided by others on this list don't work, you can resort to printing the document and scanning it back in via an OCR package. Good Luck!
