Jamie,

This sounds like Scroll Lock is on. The Scroll Lock toggle key is the
middle one of the three to the right of the twelve function keys along
the top of a standard keyboard; try tapping it once and see if that has
any effect. I've only seen it have an effect in Excel, where when you
press an arrow key the screen scrolls rather than the focus moving to
another cell.

I uninstalled and reinstalled Office 2003 some time back and have not
had a
reason to use Excel 2003 since. Today when I tried to use it, I
discovered
that up and down arro do not move the cursor. I can tab and shift-tab as
well as type in text. This is true with both Jaws and Window-Eyes so it
is
not screen readers specific. Since I am using Jaws to type this message
and
don't know where else to turn, I am asking for help here. I did turn off
the
task pane but that didn't help. Normal view is checked. This happens
with
existing files and blank documents. Thanks.
