Jamie, This sounds like Scroll Lock is on. The Scroll Lock toggle key is the middle one of the three to the right of the twelve function keys along the top of a standard keyboard; try tapping it once and see if that has any effect. I've only seen it have an effect in Excel, where when you press an arrow key the screen scrolls rather than the focus moving to another cell.
