On my menu, "favorites" resides between "view" and "tools", there is no "go"

Having a look around it appears that the control plus 1  type shortcut keys
are linked to the Go menu commands. Can you confirm that you still have the
go menu commands on your menu bar? It should be between  View and Tools. 

If this is not there,  this may be your problem. It is possible to customise
the menu bar in Outlook  and someone might have removed these commands and
therefore you have inadvertently lost your access to the shortcut keys
associated .

I am not 100% sure about this but it is worth eliminating  this as a problem
in the first place. So perhaps you could have a check?

The Outlook hotkeys do  not normally have to be  enabled and should be there
by default. I will have a root around to see if there is place where you
have turned them off.

A temporary work around would be use Control Y combinations.

Control 1 going to Inbox can be replaced by Control Y , then I,  then enter.
Control 2 going to calendar   becomes Control Y,  then C,  then enter  etc.

These keys work in Outlook 2003 and I think 2007.
What version of Outlook are you using where these keys will not work?
Remember  these keys will  not work if you are in an element of the program
like a mail message or an appointment dialogue box.

The laptop I use for work purposes has hot keys that allow you to quickly go
from say, your inbox to calendars, tasks or whatever.  These are
control-plus-number keys.  The desktop I use for my personal stuff is I
believe running the same version of outlook, and I know the same version of
Jaws.

I can't seem to find a place to enable these hotkeys.  Anybody have a
solution?
