It's probably not the fault of the message or sender.
There is a defect in Windows Mail, the Vista e-mail program that causes
this glitch.
The only way I know of to solve this is to use Windows Explorer to go
into Documents and Settings and find the folder, Inbox, for example,
where this undeleteable e-mail is, and delete that folder. 
Vista will create a new folder on its own.
Note that any other emails in that folder will also be gone, so save them
first.
I had this happen to me three times before I gave up on Windows Mail and
went to Outlook 2007
