I uninstalled Java about three years ago after the U.S. government issued this 
warning. However, I since read that Oracle had fixed the security vulnerability 
and that the government withdrew its notice. Is  this over-simplifying? Is 
there still a problem?

Hi Mike.

If you hav'nt any program that requires java, it is'nt longer nesesary to 
install java, it will only make your computer more unsecure.

Okay, did you enable the Java Access Bridge in, Control Panel / Ease of Access

The important, relatively recent development is that screenreader users no
longer need to install JAWS Access Bridge in order for them to work with
Java. JAB is now incorporated into the download. JAB used to be a nightmare.

Java is now produced by Oracle, which bought out its developer, Sun Micro.
