That is the one. I went in changed all of the keys to mute and those for letters and numbers got changed also. I did not have to worry about that in Window Eyes so I got carried away on muting things.

I think that I may have found the problem with the character echo.  It
appears that when you set the keyboard labeler to mute on the all letters
setting it causes the characters not to speak.
