Hm. I have no idea. I am using JAWS 18 and the latest build of the Wizard, (1.63 something) and it works fine, though I've never checked to see the download speed in the system tray, I always just read it in the columns of the list view. I'll play around with it later and see if I have any issues with preferences. As lame as it sounds though, at the moment the best thing I can suggest is to reinstall it, as I just used it yesterday and it is still working without a hitch here.
