When this doesn't seem to work, I add a step. After pressing the control-c copy 
command for the selected text on the webpage, I open Notepad and paste the 
result there. Then I copy that Notepad document and paste it into a Word 
document. I believe the difficulty on some webpages is that they're set up in 
table format, which can be copied but not read by JAWS. Somehow, copying into 
Notepad removes the table formatting while keeping the text pretty much intact.

I did, and even though it wasn't grayed out or not available, it still didn't 
work.

That's happened to me occasionally.  Later, it works again.  Did  you try going 
to the edit menu and trying to access the copy function that way?
