To access Windows 10 notifications stored in the Action Center, you can
press WINDOWS+A.
For older traditional desktop apps, you can configure with a group policy
that these apps shows classic balloons instead of the new notification
toast. For notifications of these apps, which don't store in Action
Center, press WINDOWS+V and then the ENTER key to simulate a mouse click.

Hello Again,
I have a laptop, and when I open the lid, my finger touches on
notifications that are announced. My laptop is one whose screen you can
use as a touch screen, but I am wondering if there are jaws key strokes
that will help me access the items on my screen not normally picked up.
