Sometimes JAWS does seem to say things like this when there isn't actually 
anything there. If you tab around a few times and can't find a list view that 
says "notifications", it probably means you haven't got any.

Windows A gives me the option of expanding or collapsing action center, and 
using the tablet mode, but don't see how to access any notifications.  Jaws 
says New notification but can't get to it.

To access Windows 10 notifications stored in the Action Center, you can press 
WINDOWS+A.
For older traditional desktop apps, you can configure with a group policy that 
these apps shows classic balloons instead of the new notification toast. For 
notifications of these apps, which don't store in Action Center, press 
WINDOWS+V and then the ENTER key to simulate a mouse click.

I have a laptop, and when I open the lid, my finger touches on notifications 
that are announced.  My laptop is one whose screen you can use as a touch 
screen, but I am wondering if there are jaws key strokes that will help me 
access the items on my screen not normally picked up.
