Laura, I believe Fernando is right that you've landed in a PDF file. I have a partial solution, although it doesn't lie in IE, but in Firefox. Perhaps you have this browser already installed. If not, it's a useful alternative for when IE doesn't work.
Here are the steps: Open Firefox. If you know the website that led you to the PDF file, open that website. Find the link on that website that goes to the PDF file, but don't click on it. With focus on that link, press the right-mouse key. This is the key on the numpad next to the JAWS cursor key. Arrow down to "Copy location link." Press enter to copy it. I'm not sure how you could save that link as a favorite. However, you could copy it into a file for future use. Credit goes to a fellow JAWS user named Brad.
