You should see the voices in the "voice adjustment" dialogue, under "person", if you have the realspeak selected in the menu you described. From there, you can create a voice profile with the voice of your choosing. There aren't any voice profiles there until you create them. Did you run the executable to install the voices you downloaded? Unless you downloaded the compact voice pack (which I think was still a thing in Realspeak), you'll have to run each .msc file individually to install the voice data.
